Here the 2 ♥ response is a transfer showing spades. Opener's 3 ♣ shows a minimum. Here 15 hcp is at or towards the top end. The range needs to be fairly wide as with no second suit the alternative is 4 ♦ which should be reserved for fairly serious slam interest.
Responder has a problem where. We reserve a new suit to show a shortage. So the choices are 3 NT or raise clubs. A jump to 5 ♣ would be quite unilateral but in a way so is 3 NT. Although opener will cognisant that responder will be 32 or 22 in the red suits.
Perhaps opener with good red suit cards can anticipate this problem and rebid 2 NT, which suffers from the similar range issues to 3 ♣.
