When the opening is 1 ♣ there is more ambiguity since the opener might have short clubs. In practice if opener does not have four-card support for the major they will always have three-card support in a 4333 hand with four cards in the other major. To resolve this issue and to establish that there is a club fit we use a system of transfers giving us an additional step. We use the step directly to show or deny four clubs. There are other possible solutions but our solution is to complete the transfer to show only two or three clubs and every other bid shows four or more clubs and is descriptive.
Here for example 2 NT shows four or five clubs in a balanced hand without four hearts. Over 2 NT responder's second bid in a new suit, having already shown two suits, shows a shortage.
Responder with 19 hcp is still interested despite the wastage in spades shown by 3 NT. In context opener has a good hand and can go past 4 ♦. Opener has already shown a minimum with 2 NT and spade wastage with 3 NT. ♥ AJT and a fifth club are good when responder is making a slam try.
Note 4 ♣ is a limited slam try as with extras responder can cue beyond 4 ♣. Even 4 ♥ would be a cue with a suitable hand.
